Forensic construction and technical expert assessment
Independent forensic construction and technical expert assessment (in court and during pre-trial proceedings) is one of the key focus areas of WELD Company activities.
Our Company has an extensive experience in the area of expert
assessment and survey of buildings, structures and technical devices,
including expert assessment in a judicial and pre-judicial proceeding. As an
independent panel of experts, we have provided expert services of various
complexity levels.
The Company has any state-of-the-art equipment, instruments and
software systems enabling us to successfully perform the above operations.
Besides, we have an in-house laboratory of nondestructive inspection and
technical diagnostics.
WELD Company employs highly skilled specialists, including 12
candidates and 1 doctor of engineering sciences. From time to time, all
specialists go through competency re-certification procedure (on a scheduled
and unscheduled basis), and have all necessary documents (permits) to
carry out activities in the field of construction and technical expert
assessment.
Specialists of WELD Company have to address a wide scope of tasks set by a court. Specifically, our construction and technical experts provide the following types of expert assessment:
- Construction expert assessment to verify compliance of project documentation for a specific construction project with applicable technical regulations, including sanitary, epidemiological and environmental requirements; requirements related to state protection of cultural heritage objects; requirements to fire, industrial and other types of safety, as well as compliance with engineering survey and inspection findings (for reconstruction projects)
- Expert assessment to verify compliance of findings of engineering survey and inspection of existing buildings and structures with applicable technical regulations
- Construction expert assessment of causes resulting in partial (complete) failure or deformation of structural elements of buildings and structures
- Defining causes of shutdown, breakage and failures (including explosions) of technical devices used for industrial applications
- Construction expert assessment of cost estimating documents to identify over- or understatements.
- Construction expert assessment to determine cadastral, investment or liquidation cost of a construction facility
- Construction expert assessment of the cost of repair and constriction works required to restore a construction facility or a building affected by fire, water damage or other disasters.
- Construction expert assessment of a construction facility condition. Determining the degree of physical deterioration and obsolesce of buildings, structures, their structural elements and utilities, including assessment to determine whether a building/facility is reasonably claimed to be in unsafe (failure) condition and subject to demolition or reconstruction
- Determining the quality and scope of completed construction and erection operations
